Catholic efforts to counteract this "abortion distortion"125 and those activities of sister churches, synagogues and other pro-life organizations have tried to help make the public more aware of the nature and practice of abortion since 1973.

63 In the first trimester, the exercise of the abortion right is unconditional and may not be proscribed for any reason. A physician may refuse to perform an abortion; but no State, after Roe v. Wade, possessed the power to prohibit a first trimester abortion if desired by the mother and agreed to by her doctor. A State may, of course, impose time, place, and manner regulations bearing upon informed consent, majority age, and the health and safety of the medical procedure. During the second trimester, a State may regulate in the interest of ensuring maternal health and safety.
